PROJECT DESCRIPTION

Plan Goals

In 2023, the Taiwan Semiconductor Industry Association (TSIA) published the “White Paper on Taiwan IC Design Industry Policy”, pointing out that in recent years, facing the flow of Chinese funds towards mature processes, our country’s IC design industry is facing a strong competitive threat. By continuously supplementing and deepening the technical capabilities of the IC design industry, it drives the leapfrog development of our country’s semiconductor industry. The National Science and Technology Committee promotes the chip-driven Taiwan industry innovation plan to improve the various forward-looking technology developments in Taiwan for the next ten years.

Promotion Strategy

The promotion strategy includes “Promoting the high-value application of IC design layout” and “Expanding international chip talent exchange and co-creation cooperation”. Through the research on the innovative integration application of chip design, we explore the forward-looking key technologies of chip design, grasp the successful cases and key factors of the soft and hard integration of international benchmark enterprises, provide the demand survey of the chip-driven innovative application industry, and use the benchmark cases as the basis for the subsequent promotion of industry verification. Promote the supply and demand docking of high-value chip design, layout high-value application fields, cultivate high-level technical talents, and inject innovative momentum into the industry. Promote international industry-university-research chain cooperation, through international industry-university-research technical exchanges, develop talent strategy cooperation and recruitment, and promote international industry chain cross-domain exchange and cooperation opportunities.

Combining renowned scholars from home and abroad, such as the Japan Physical and Chemical Research Institute, Singapore IEEE, UC Berkley in the United States, UCLA, KU Leuven in Belgium, Leibniz Universität Hannover in Germany, etc., or industry veterans, such as Toshiba Semiconductor in Japan, Kanto Chemical, Rohde & Schwarz in Germany, etc., focusing on EDA small chip design layout, advanced memory IC, advanced process node design verification and other chip design technology themes, promoting consulting services or theme lectures, providing technical solution demonstration cases, adding value to talent technical energy, the promotion model is explained as follows:


Consulting Services

Guided by the technical research and development theme of a single enterprise, targeting the pain points of enterprise R&D, problem-solving, etc., through the promotion of consulting services, technical guidance, short-term consultation, and other methods of on-site or remote guidance are used. Flexibly match the direction of enterprise technology R&D, and assist in the development of enterprise technical talents in stages. Customized solutions effectively and directly solve the technical conditions faced by enterprises, effectively supporting the innovative development of enterprise intelligence.


Thematic Lectures

For a single or multiple enterprises, high-level industry talents have stepped into the common forward-looking technology themes. Planning to promote thematic lectures, with specific professional technology modules, teaching or lecturing on technical connotations and application cases. The Development of Taiwanese Semiconductor Industry


Holding a near monopoly in semiconductor manufacturing, Taiwan lies in the heart of the world’s semiconductor industry. According to Industrial Economics and Knowledge Center (IEK) of the Industrial Technology Research Institute (ITRI), it is estimated that the output value of Taiwan’s semiconductor sector will reach NT $4.7 trillion in 2022, among which the output value of IC manufacturing is NT $2.8 trillion, accounting for 62% of the world’s total, ranking the first in the world, the output value of IC packaging and testing is NT $0.7 trillion, accounting for 61.5% of the world’s total, ranking the first in the world, while the output value of IC design is NT $1.2 trillion, accounting for 24.3% of the world’s total, ranking the second in the world. In 2022, the overall output value of Taiwan's semiconductor industry will grow by 15.6% compared to last year, which is much higher than the global average growth rate of 4.0%, demonstrating Taiwan’s leading position in the world’s semiconductor industry.



Taiwan’s semiconductor industry has a complete upstream and downstream supply chain system, which, with wafer manufacturing as the core, ranges from the self-established upstream IC design sector to the downstream packaging and testing sector. Taiwan semiconductor manufacturers have become highly trusted supply chain partners of many global enterprises such as Apple, Qualcomm, AMD, NVIDIA, NXP and Infineon due to their high flexibility in production and strong crisis management ability.
